Cy Kilbourn, Named to RESNET Task Force

2013 witnessed a dynamic growth in the demand for home energy ratings. This has been caused by builders having their homes rated and marketing their HERS Index Score, code jurisdictions incorporating a HERS Index Score option in their building energy codes and MLS listing the HERS Index Score in their listings. This momentum received a boost with the International Code Conference adopting an Energy Rating Index option to the 2015 International Energy Conservation Code. With this increased visibility, RESNET is obligated to ensure that HERS Index Scores are as accurate and consistent as possible. To meet this obligation RESNET formed the HERS Index Score Consistency Task Force. Members of the task force are representatives of the nation’s largest production builders, rating software tool developers and Rating Providers. To view the findings and recommendations of the task force click here. Based on the recommendations of the task force, the RESNET Board has set a path that includes:

  • Enhanced Quality Assurance of Ratings

  • Home Energy Rating Software Program Improvements to Ensure Greater Consistency in the calculation of HERS Index Scores

  • Enhanced Training and Testing of Home Energy Raters

A RESNET Quality Improvement Task Force was appointed to develop a set of recommendations to the RESNET board to implement its policies. Two working groups, software fixes and quality assurance have been formed to identify the options for the task force to consider. Philip Fairey of the Florida Solar Energy Center and Dave Roberts of NREL has been selected as the co-chairmen of the software fixes working group. They have named the following members of the working group:

  • Joel Gilbert, Apogee – HERS Software Provider

  • Brett Dillon, IBS Advisors – Rating Provider

  • Mark Jansen, Energy Efficient Homes Midwest – Rating Provider

  • Cy Kilbourn, Ekotrope – HERS Software Provider

  • Rob Salcido, Architectural Energy Corporation – HERS Software Provider
